General Overview

The Arbinger Institute [DBA The Arbinger Company] was recently awarded the General Services Administration’s (GSA) Human Capital and Training Services (HCaTS) Small Business Contract vehicle award in Pool 1 – Customized Training and Development Services.

The Human Capital and Training Solution (HCaTS) contract is the result of a partnership between The U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA). The initiative creates the joint management of a new strategically sourced, indefinite-delivery indefinite-quantity (IDIQ) government-wide contract to support OPM’s Training and Management Assistance (TMA) program and provides customized human capital management and training services to all agencies.

The HCaTS contracts provide federal agencies with a reliable, flexible, fast and efficient way to obtain best value solutions for their complex human capital and training service requirements. GSA awarded separate contracts resulting from two RFPs: HCaTS Unrestricted and HCaTS Small Business (SB). Both contract vehicles consist of the same scope for governmentwide use for human capital management and training services.

HCaTS contracts provide solutions to all federal agencies through the effort of bona-fide executive, administrative, and professional employees as defined in Part 541 of Title 29, Code of Federal Regulations (CFR).

Best In Class

Per OMB Memo 17-22, HCaTS has been designated as a Best-in-Class (BIC) solution for Human Capital and Training Solutions in October 2016. As part of the category management effort, BIC contracts are recognized as being “good-for-government” purchasing solutions which agencies should consider leveraging the use of BIC providers. As part of the BIC process, HCaTS has met rigorous category management performance criteria as defined by the Office of Management and Budget.

  • Requires reasonable expectation of Federal Contracting Officer that offers will not be received from two or more Small Business concerns and award. (FAR 19.1406)

Set-Aside of HCaTS Orders for Total Small Business on HCaTS Small Business Contracts (Unlimited Dollar Amount)

  • Arbinger may compete with other Small Business concerns for HCaTS orders Set-Aside for competition limited to Small Business prime contractors under Arbinger's HCaTS Small Business base contracts.
  • Requires reasonable expectation of Federal Contracting Officer that offers will be received from two or more Small Business concerns and award will be made at a fair market price. (FAR 19.502-2)
